the billions were not spent on housing - capital - or the running of FHFA

they were spent on whatever the Tresaury spent that money on

the court said the conservator could pay all dividends as set by HERA to Treasury

Treasury put it in the general pile

Treasury did not keep it for housing or FHFA expense or whatever -

Not sure why the owner of Senior Preferred Paper would be restricted in how it - the rightful owner - spend the dividend

the issue with ACA or WALL was if the EXECUTIVE stepped in an pushed some of the money that was to go to Treasury to pet projects

That did not happen for a penny - IMO
