Because OTC is trying to clean up trash out of their trading. If company's don't at least start the process (attorney letter, etc) by 30 June 2021, they will be delinquent, defunct, pump n dump on nothing etc, etc. Most of the trading platforms (TDAmeritrade, Etrade, Schwab, etc), won't even allow you to place orders on stocks that aren't compliant. Therefore, a lot less buyers, even if news comes, hence the people owning the shares will be the bagholders of those trash (non-compliant) company's. Hope this semi answers your question.
