Right. My point is that I don't see any justification in saying that the original SPSPAs were designed to wind down FnF. Hold them hostage until Congress did something, sure. But even the released emails from around the NWS time say that FnF could have recapitalized and escaped conservatorship had the NWS never happened. If the original SPSPAs were a true wind-down attempt (and recall, at that time they were signed the SPS balance was only $1B, easily handled) they would have been structured to not allow for that possibility.
