I thought it was the R Senate that actually took steps to try and wind down F and F

I didn't think that was attempted until Corker-Warner which was a bipartisan effort. That also happened during Obama's presidency.

The Democrats controlled the Senate when the original SPSPAs were signed anyway.

But wind them down - or keep them hostage - or simply take the money ?

I can see how the original SPSPAs can be construed as the hostage part, but not the other two.
