If I understand correctly, the valuatian is what matters to a potential buyer of the company or potential merger entity. The pps is the only thing that matters to a trader or someone who, for whatever reason, wants to sell at any particular time.

So why buy the company outrightt or mergers? Just become the majority shareholder at .05 for a hell of a lot less and then you can do whatever you want with the company.
