There is nothing in Trump's presidency to indicate he had any administrative capability, much less the attention span or intellect to ride herd on a vax rollout.
Throw in his nakedly petty, partisan, stance on everything and it's likely that blue states would have been punished for their lack of support of him with a slow vax rollout.
