I did see that, and wanted to reply but there was no comment area to do that. Again, Dar fiber needs to be lit to work. Again, people need to know what dark fiber is... it is spare fiber, unused fiber, and is dark because it is not used.. once in use it is lit and no longer dark fiber. Yes, data feeds provides access and yes data feeds are being used for dark pools. It is also being used by your brokerage to execute your trades. If someone could say that dark pools started in March then that would be a correlation that could be associated with these lit fibers data connections. However, dark pools is how the big boys trade off the market and has existed long before March. What the SEC is doing is turning them back to dark fiber.
