That article is a year old and deals with proposals.

I don’t think the rules for Expert are finalized at this point.

Technically, order execution is supposed to be better (buys or sells) on Expert than Grey. Only issue is a lack of retail quotations.

You can look at charts for stocks that have been trading on Expert for months now. Many of them have gone up (at least at certain points).

This would only be possible if retail could purchase shares. Otherwise it should only trend downward over time.

Checkout SOLI. It’s been on Expert a couple of years now. Had its fair share of spikes.
