Sure seems that way with volume over 10 million this morning.

The way its playing out, some ones in the know, Monday million share bid shows up at .0245, and 900K at .0247. .. Tuesday Morning Profile shows updated on OTC Markets , and 30 minutes into trading day stock hits .10 cents on 7 million traded, now we have nearly 12 million traded, and nothing material is showing for news, or from OTC filings, I would say maybe its a group who liked the fact that the profile was updated, but those big bids came in a day before the updates showed in public on the OTC markets site. ????

Hopefully for all the longs, its filings etc...
