Yes. And yes, it's extremely ridiculous. :-)
After you bought I could buy at 0.09, still 2300 shares maximum. Got 4000 at 0.09 and then could buy 5k per order, so bought 5k at 0.10. after that I was finally allowed to buy 10k per order, so got another 10k at 0.10.
