when i see an isolated moment of the rational in Iraq i have to in fairness mention it.
I do not know the commander in this 101st Airborne unit, but he did something extra-oridinary; he used common sense.
The vital cement factory in the north Iraq was determined by the U.S. evaluators as "unsalvageable" and said it would require contracting OUTSIDE the country at a cost of an estimated cost of 25million and at least one year to get the plant running again.
The commander thought, ridiculous and took matters in his OWN hands.
He gave the Iraqi bosses at the factory 10 thousand dollars and said , "see what you can do."
Then sat back and "miraculously" saw the Iraqi workmen by themselves scavenge, do retooling and voila, at a cost of 10thousand dollars the plant is running and making a 20k profit a day as it churns out cement.
The "downside", there are probably a number of pissed off outside contractors that couldn't get their rip-off dollars because someone went around the "it's a boondoggle" take the money and run for outside contractors, and just gave 10,000 dollars (of Saddam's Hussein money,btw) to the iraqi plant bosses and said "see what you can do".
This event also points out the insufferable arrogance of the U.S. that think these people can't do this without CAN DO americans teaching them how plus having the CAN DO outsiders come in and pocket big bucks.

Also the 33billion raised at the Donor meeting is BOGUS!!!
They raised pledges of only 13billion of their 55billion target, PLUS only 5 billion is as grants and 8billion are as LOANS.
The object was to get 55 billion in grants.
So that press release "U.S. delighted at raising 33billion dollars at Donor Conference" was TOTAL premeditated misinformation PROPAGANDA.
They simply added the 20billion they got granted from U.S. congress and added it to the 13billion---voila Donors give 33billion.
This REGIME never stops ever their relentless spin and deceive; lie, lie, and lie some more. gd
