2) a complete Lighting standard assy, with the LEDs, the batteries, charging circuit, switched power circuit, and solar panels-solar cells and wiring and physical assy.
Multiple tests can be involved, wind, water proofing, aging.
Testing can be iterative. First in the factory? Then at UL?
Many different tests may be involved.
They have submitted on kind of assy, and be working on another.
But until the CEO spells out the details and precise status it leaves us to speculate, yes.

Does anyone have a copy of statements made by SNPW last year about the UL Lighting standard application made by SNPW?
Obviously SNPW would have needed partners/suppliers/fabricators to put together the entire package, and they would have been smart to test the assy in house and to use UL certified components in the assy.
It is not uncommon for NDAs to be used in the entire process, making it hard for OTC stocks to be trusted at these stages.
But the issued patents and MedRecycle plant speak volumes by themselves.
The question is how far along are they. And on what....
