Sure it does. It is a decent exercise of the instruction set. The stuff you mention is totally extraneous. That is required for production. But booting Windows and running Task Manager and what ever the test program they were running to load the system means they've got a lot. They've got 4 cores on a chip. They work. How fast or how stable is something we don't know. We do know stable enough to run whatever it was that they were running.
