No SEC rules are not opinions. Fact is rule 15c2-11 was approved last September and will be 100% implemented by September 2021 per the SEC. Rule 15c2-11 states that Market Makers can no longer quote stock that have no information. Cach has not reported anything for 7 years now. So in September CACH goes bye bye
