Not even a different opinion, very similar except for your narrowing down to the "scam" part. You just described the OTC market and as to why there is manipulation, but then you narrowed down to only scams for some reason as if that matters for OTC manipulation.
Im not going to repeat all the scam tickers besides ALYI that Torno the retired army specialist on African relations has been involved with, because there isnt enough room or time to list them all here again. Not to mention the scams his shyster partners like James D, Tilton, Ed Bollen and Henryk Dabrowski are involved in or have been.
