That is shareholders of record. That doesn't count those of us in brokerages, it is those that are listed by the TA as shareholders. I have over 160M shares, and I am NOT a shareholder of record. Not one of the 197...

What you are seeing probably understates the number of shareholders as it counts the shares held in street name at DTC as one position. In other words, if I am one of 50 or 100 people who owns NSAV in a Schwab account, that counts as "1 shareholder" on that report.

To get a true count of retail shareholders one has to pay to get a NOBO (notice of beneficial ownership) report - companies can do that, and do so on occasion, but this is usually only done in unusal circumstances.

You can be almost 100% certain that there are more than 194/197 individuals who own NSAV.
