I personally would not make much of that. Institutional holders like Vanguard, RBC, CALPERS, CALSTRS, and BlackRock are buying shares so that they have them available to margin, short sell, and provide liquidity in markets (market makers). There is not much analysis or activist weight to these holdings in my opinion.
