Yes i remember the last one. They had 5B, started hetting close to 40% and added 5B more, and everyone created mass panic over it, since then they never used all of the first 5B as was feared.
Big moves and plans require a lot of authorized, unused shares. New company divisions, mergers, conversions or even just to use on balance sheets for credit worthiness. It is not always, and less than normally, a sure signal of intent to dilute a stock. To use the existing number to double the authorized shares is not strange. If tgey added 50B or even 11B maybe it would be more alarming. But to use a big round number like the current total is not.
