That is incorrect, REG SHO is not a list of company's which are naked in short shares, instead it is a list of company's who shares are shorted legally but the shorts are in a failure to cover in the required time frame. Naked short shares occur outside the DTCC and are not REG SHO listed.
Amounts of naked short shares are usually speculative.
