They are not the same "tech", they use the same carrier frequency. Both are and have been terrible investments for anyone holding, simply look at their charts.
The issue with both of these companies is the way they finance their operations, convertible debt with toxic death spiral terms.
BIEL is IMO worse because the Whelan's have toxic debt so that they cannot be diluted and lose money, that is their stupid investors' role, to be left holding the bag while the Whelan's benefit in the end if anything becomes of this mess.
