Sure, it's why FTDs alone can't be used as evidence for nefarious short selling.

However, it is a symptom of underlying institutional issues. Also, the 140% short float is still being dismissed as just a small unimportant detail.

Again, I've yet to see there much DD flooding the board outside of scolding retail and simple dismissal.
