In my experience to get those shares unrestricted, there is a form to fill out that you AND the company must sign, plus a fee. Then that form is filed with the appropriate authorities.
ENTI I believe did 2-3 divis since 2009.
Most divi shares are a ploy to entice buying. The companies never planned on releasing the restricted shares.
