Yes. Because their mission is not to make CCTI profitable. They’re not going to keep throwing public money at something once they’ve finished their research, especially if the research turned up nothing.
Horner (aka “Dick the professor”) told a reporter in 2017, when CCTI got the consolation prize of more research after not being chosen for a DoE grant, that it could take 4-5 years. Now here we are, four years later, with no news.
But sure, awesome financing news could drop before the shareholder meeting. Anything is possible.
