When you say 'state', do you mean state vs federal? If so, I don't get that inference. After a third (or fourth) reading and a term search for 'state', I only think 'state' refers to the state in which the company was chartered.
Either way, it certainly seems to describe the reorganization you have predicted to bring the subsidiaries into the light.
