When they run out of sufficient buyers at their own best ask, it appears they then dump additional shares to other MM's at the best bid and then follow up by again lowering their own best ask.
They continue the cycle and drive the PPS down as low as they choose. This process management formulated years ago thus increases their percentage of company ownership while pillaging the shareholders.
