The Arabs I dealt with when I worked in Saudi Arabia, Kuwait, and Tunisia might steal the pennies off a dead mans eyes but they would rather be burned to death than break their word once it was given. The Turks I dealt with when I was in Turkey were the same way (granted they are not Arabs but they still have a shared Muslim culture). Antidotal evidence but that is my perspective.
