It is not speculation, you can find the info directly on OTC markets for what is required to be submitted for OTCIQ access application, you can also call OTC markets yourself and ask them what is required
Let me ask, why would OTC markets grant access to someone that doesn;t own the shell? So OTCmarkets will just willy nilly give out access to anyone that wants it?
And I will add, there is a complete separate application for access if you want to do it under a custodian versus as an owner, so perhaps Mark wanted full control of the shell and removal of Synergy before applying for access. If they got access before hand with Synergy as custodian, Synergy would still be the controlling entity and have total control over the shell and the profile
