A lot of brokerages don't allow trading in penny stocks (I have heard that Robinhood is one), and other brokerages don't allow trading on the Gray Market. So there might be a few small brokerages that allow trading, but they will be a very small % of the total. In other words, demand is decreasing, which will make it very hard to sell.
