This is especially true because there is a restriction on how many insiders’ shares could be sold when restrictions expired (as % of daily volume). It’s a part of the same SEC rule. So, even assuming that insiders want to dump all shares, which (IMO) is not the case here, they would still need months of trading at much higher levels.
