How can you even compare the two when Trump has said he's really really smart like super smart and even a stable genius. Now has anyone said Matt Miller was a genius?
Higher rate? Does he mean faster? As in the first 10 minutes of the altercation? Or the first to die per month? So, per miller, higher rate doesn't mean more.

Where did he get all his years of stats. Want to bet big cities? Did he spread it out to small rural areas? What about Nebraska, or large mid western states still not evenly balanced.
Credentialed for sure. However, there's no listing of his 20 years of police racial activity. He is big in suicides though.
So, his recent comments must be fairly new. And perhaps not deeply studied like his other subjects. His study of the racial implications of police seems pretty biased to me.
