I suspect that if most governments had a "do-over", they'd take Wu-Han's approach. Complete absolute lock down for a month and iron clad closure of the borders.

That might have been the most effective strategy but no way it would fly in most if not all democracies. Have you seen the push back in the US at trivial steps like just telling people they have to wear masks or just reducing the number of people allowed in gyms, restaurants and churches?
