Gator, that's not exactly correct. Since this is not a criminal proceeding, a regulatory board such as OSC brings administrative "allegations" rather than "charges". In a regulatory action these allegations are tantamount to charges in a criminal action, and must be answered by the respondents or the agency will rule on the allegations based upon what evidence they have to prove same, and then decide whether to refer the matter to the Department of Justice (or equivalent thereof) for criminal charges if they are warranted.
So actually they have been "charged" but not criminally.
