the countries that are slightly
better, finland, norway, are doing things, that could not be done
here.
even the states that do it right, get wiped out by interstate
travel. my understanding is that finland, norway, stop people at the border
and quarantine for a period of time.
that would have very little chance of happening here.
until there is a vaccine, or it runs it course, it will take
who it wants.
95% of the people wearing a mask, would slow the death count,
and give science time to catch up. best.

If New Zealand isn't an obvious example then the question is pointless. Australia, and depending on how rigid your guidelines are, various Asian countries.

The Marshall Islands with a population around 59000 has apparently only recorded 4 cases and 0 deaths. They seem to be doing well but some might qualify their success, LOL.
