as a regular contributor to "participatory democracy" i can assure you the local police affect people's ability to speak freely.

no, they are not usually jackbooted thugs, there are far worse in this world than what we have here in (most of) north america, but when they show up at gatherings with video cameras and truncheons and a water cannon parked on the corner...

you better believe it impacts what people feel comfortable saying!
