The chain of custody of any ballot should be limited as much as possible. Once that chain is broken, there is not much ability to prove fraud with what happens to the ballot. It is also impossible to monitor whether there is undo influence on the vote being cast when it is done outside the view of observers. Same goes for the point at polls when the envelope is separated from the ballot. Observers must be present to uphold the integrity.
