No, if you watch the video, there was a guy with a bullhorn on the corner saying "get the fuck out".
He got attacked by two men. One man just took the bullhorn from him, the other for some reason decided that he had to push the guy with the bullhorn down into the street face first and stomp on his head for good measure. Then decided that it was a good idea to challenge a group of about 15 more people to a fight.
