That an established, giant multi-national company like Eli Lilly is getting a contract like this...dependent on success in phase 3, isn't surprising.

A company like Relief will need to have the results known first before any such contract is awarded.

That's just an procurement agreement, no money has exchanged hands..won't until the product meets criteria and objectives likely set out in the contract
