Actually, the short volume reveals a number of things:
1) That shares are being shorted by market makers, or others.
2) That trading of shares is occurring on the extant exchanges.
3) Even if one ascribes the short activity to the market makers making a market, an ongoing short volume in excess of 50% indicates that insufficient sells are being placed to cover the current demand for shares.
