I don't think it matters that it pertains to permits or funding. Would lenders support loaning money to an American wanting to build a resort in Mexico given the sad state of affairs in Mexico? There's any one of a million reasons this might not go through that we're not privy to. I'm not sure, but how many permits need to be approved for the project? Do we even know. Yes, at least one has been approved...but it seems Mexico is making excuses or interfering in ways we can't see.
