Computers wear out/get obsolete. Your firm isn't buying as many PC's now as in the late 90's because they aren't hiring as many new employees. The market shifts from desktop to notebook/wireless (read obsolence). Computers still wear out at about the same rate. The corp. upgrade cycle has been overdue.
