The OSC can do that. Each Province's security commission can isssue temporary or permanent cease trade orders as far as their residents are concerned on any publicly traded company.
Doesn't matter where the stock is domiciled or where it trades.
Cease trade order and halt are two completely different things.
Good example since it was also an unsolicited only Pink was CMKX. Saskatchewan Securities Commission issued cease trade order for Sask residents well ahead of the SEC doing anything.

Sure they would. As I've said before, the Saskatechewan Securities Commission did it to CMKX. Shareholders resident in Sask who used Canadian brokerages weren't about to trade CMKX for about two years. Until the stock finally had its registration revoked.
