I had the same thought when I read it. The SEC has to approve it? When? For what reason?

How do you reconcile the business being reviewed by the SEC for months now but will be finalized after the meeting?

I'm just quoting today's PR, ""We are finalizing an updated business plan, which may need to be modified based on the outcome of the meeting."

not sure the step by step process here.. this could be the order

--release the BP approved by SEC prior to the shareholder meeting (like you said, how can they expect for shareholders to vote without reviewing the BP.)

--based on the outcome of the meeting, they will finalize the BP accordingly (perhaps, they don't need the SEC on this part)
