In the US a summary judgment is called a "default judgment" and usually results in the plaintiff getting most if not all they ask for. Summary judgments are awarded to give plaintiffs a speedier remedy rather than having to wait to the full conclusion of a case. Looks like Frank has been awarded a sum of money.
