I don't see any problem in hiring a manufacturing specialist. Don't trust every thing you read on twitter, do your own diligence. Did SRNE told them "We pay for your services - hourly, monthly or globally due to amount of units we order from you. No body discloses such info. By the way it takes a time to prepare a production line to produce medicament according to ISO.. It is very complicated issue. Due to my own experience as a former manufacturing specialist of Dexcel Pharma. The company spent nearly 5 months to prepare production line to get FDA green lightto continue manufacturing their pharma products.
