The API manufacturing setting isn't nearly as bad today as it was 20 years ago.
Manufacturing bulk API in the U.S. is not profitable mainly because of Labor and effluent costs.
PR would be an ideal place because of all the abandoned Drug Manufacturing facilities. They also could easily hire personnel who previously worked in Pharma. Enormous.
