So a newly established entity has "committed" to "Grant Based Funding". Meaning when the 501(c)(3) receives grants, they will in turn give that money to HALB, correct?

So the government is going to grant money to a newly formed charity to fight covid? Any idea what that process looks like or how long it typically takes?
