You are partially correct. They did double the toll to 2$ on the way in to NH but dropped the toll to zero leaving the state so, no inflation! (G) They are experimenting to improve the traffic flow.

It is the same toll but you pay only once and twice what you paid. On the way out, you have a free ride....
