It says workers with fake names were put on the payroll, leaving hotels dangerously understaffed.

The outlet also claims some guards were sleeping with guests, they shook hands and shared lifts and allowed guests to move between rooms to play cards.
Health Minister Greg Hunt responded to the allegations of Seven’s Sunrise on Thursday morning.
“If those statements are true, that would be completely and utterly unacceptable and we would encourage the Victorian authorities to throw the book at them if any of these individuals or the firms have behaved inappropriately,” he said.
He called for “a full, thorough complete and fearless investigation” to “make sure that these systems are leak-proof”

An independent inquiry into the hotel quarantine system has been announced in Victoria.
It will investigate how contractors at several hotels became infectious and spread the virus to their close contacts, who in turn spread it to theirs’.
Premier Daniel Andrews ordered the inquiry earlier this week, suspending the operation of the system.
Travellers intending to arrive in Victoria from overseas will instead be diverted to other states.

New South Wales is expected to receive a majority of those Australians, although Premier Gladys Berejiklian has asked other states to share the burden.
The state has been using Australian Defence Force personnel to assist in maintaining the hotel quarantine system - an offer Andrews declined.
