Sorry for quoting myself in response to your question:

"I sure hope it already has been, because that's what was announced in the phrase that you highlighted ("are collaborating on a federal grant application to be submitted this week").
The PR was issued on Thursday 6/11 so "this week" was last week and the phrase "to be submitted" is NOT forward looking language in the legal sense of the term. The public is entitled to RELY on it."

If they haven't applied for the grant yet then their statement in the PR was a misrepresentation.
