Governors aren't responsible for developing tests but Governors do rely on the CDC to warn them of diseases headed their way and tests and what actions to take to limit the damage.

USA - On Feb 15 we had 15 cases. The first case Jan 21st, was in state of Washington and the Second case Jan 24th was in Chicago. Feb 29th was our first death. We also had very little testing and by March 1st 65 cases all over the country and by March 11th 1,248 also with little testing.
